Amends the Stille-DeRossett-Hale single state construction code act to add definitions and protections for critical infrastructure workers in the construction industry.

Defines "critical infrastructure worker" as a worker in construction trades including plumbers, electricians, HVAC technicians, and similar workers.

Requires construction businesses to implement COVID-19 control strategies during the state of emergency declared under Executive Order No. 2020-151, including administrative controls, access control, social distancing, sanitation, hygiene, personal protective equipment, and protocols for positive cases.

Mandates specific safety protocols including designation of on-site COVID-19 supervisors, daily health screenings with temperature checks, dedicated entry points, hand-washing stations, and notification of confirmed COVID-19 cases to contractors and owners.

Requires protocols for limiting tool sharing, cleaning and disinfection of equipment, minimizing person-to-person contact during material deliveries, and restricting unnecessary movement between project sites.
