Amends section 7 of the Governmental Tort Liability Act (1964 PA 170) to clarify immunity standards for governmental employees, changing "section" to "act" in subsection (2).

Updates department name references from "Department of Community Health" to "Department of Health and Human Services" in the medical care exemption and adds MISS DIG underground facility damage prevention act citation.

Creates new section 7d establishing liability for governmental agencies and employees acting in "willful, callous, or wanton disregard" of protecting private property or general safety.

Requires plaintiffs to prove willful, callous, or wanton disregard by clear and convincing evidence to recover damages under the new section.

Allows persons entitled to damages under section 7d to recover treble damages (3 times the actual damages sustained).
