Establishes immunity from liability for health care providers and facilities providing services in support of Michigan's COVID-19 pandemic response, except in cases of willful misconduct, gross negligence, intentional criminal misconduct, or intentional infliction of harm.

Defines covered entities as licensed health care professionals, emergency medical services personnel, students, volunteers, and any health care facility including hospitals, surgical centers, outpatient facilities, and surge capacity facilities.

Applies retroactively to services provided on or after March 29, 2020 and before July 14, 2020.

Excludes claims covered by the Worker's Disability Compensation Act of 1969.

Takes effect immediately upon passage; approved by the Governor on October 22, 2020.
