Modifies MCL 247.651 to change language regarding state trunk line highways from "now or hereafter constituted" to "that are made" state trunk line highways under state law.

Replaces the phrase "in the manner prescribed by law" with "by the director of the department" regarding additions to and deletions from the state trunk line highway system.

Updates terminology throughout the section from "deems" to "considers" and "shall" to "must" for gender-neutral and modern language compliance.

Adds new subsection (3) authorizing the department to designate highway lanes for exclusive use of high-occupancy vehicles or other vehicle classes by filing a traffic control order and installing appropriate traffic control devices.

Adds new subsection (4) providing definitions for "high-occupancy vehicle," "traffic control devices," and "traffic control order" by reference to the Michigan vehicle code.
