Add new Section 35a prohibiting candidate committees from making expenditures until all required statements, reports, late filing fees, and fines have been filed or paid.

Amend Section 45 to allow transfer of unexpended money between candidate committees of the same person only if: (1) receiving committee's contribution limits are equal to or greater than the transferring committee's limits, (2) committees are held simultaneously by the same person, and (3) transferring committee has filed all required statements, reports, late filing fees, and fines.

Specify that transferred money is not considered a qualifying contribution regardless of amount.

Require unexpended money in terminated candidate committees that cannot be transferred to another committee to be disbursed to political party committees, tax-exempt charitable organizations, contributors, caucus committees, independent committees, or ballot question committees.

Replace terminology of "funds" with "money" throughout the statute for consistency.
