HB 6189 Summary

• Establishes an electronic inpatient psychiatric bed registry administered by the Department of Health and Human Services to identify available psychiatric beds categorized by patient gender, acuity, age, and diagnosis.

• Requires psychiatric facilities and other providers designated by the department to report real-time or near-real-time data on available inpatient psychiatric beds to the registry.

• Makes the registry accessible to prepaid inpatient health plans, licensed health plans, community mental health services programs, acute care hospitals, psychiatric facilities, and designated employees and caregivers.

• Creates an advisory committee including representatives from the department, psychiatric facilities, end users, consumers and families, law enforcement, and the Department of Licensing and Regulatory Affairs to guide registry development and operations.

• Requires the department to share all registry information with the contractor or entity operating the Michigan crisis and access line and to provide quarterly implementation progress reports to legislative committees.
