Sets initial operational license fees based on pool size from $550 to $1,000, with annual renewal fees of $55 and late/lapsed renewal fees of $100-$150, with allowances for fee adjustments every 3 years based on Detroit Consumer Price Index.

Requires construction plans and specifications be submitted to the Department of Environment, Great Lakes, and Energy for approval before construction begins, with permits valid for up to 2 years unless extended.

Allows the department to revoke licenses for non-compliance, order facility closure for public health/safety concerns, and maintains enforcement mechanisms including misdemeanor penalties and injunctive relief authority.
