Replaces mandatory language "shall" with "must" throughout Section 907 of the Michigan Vehicle Code regarding civil infractions and penalties.

Clarifies that civil infractions designated under the vehicle code must not be considered lesser included offenses of criminal offenses.

Maintains existing civil fine structures for various vehicle code violations, including specific fines for violations of sections 602b ($100-$200), 676c ($1,000), 319f ($2,500-$5,500), and 319g ($2,750-$25,000).

Modifies language regarding insurance violation waivers to clarify that insurance obtained "after" a violation does not qualify a person for fine waiver under section 328(1).

Takes effect 90 days after enactment, contingent upon House Bill 5041 of the 100th Legislature being enacted into law.
