Creates new section 3a establishing requirements for electronic meetings, including 2-way communication between members and public, 18-hour advance notice posted on websites, and clear explanations of participation methods.

Requires public bodies maintaining websites to post electronic meeting notices on homepages or dedicated webpages with conspicuous links, and to publish agendas at least 2 hours before electronic meetings.

Permits typed public comments during electronic meetings and prohibits requiring registration or personal information as a condition of attendance, except for mechanisms necessary to participate in public comment periods.
