Creates the Michigan military and veteran services support fund as a charitable and educational endowment fund in the department of treasury, with separate accounts for supporting military service members/families and veterans/their families.

Establishes the Michigan military and veteran services support fund board with 7 members: directors of the department of military and veterans affairs and Michigan veterans affairs agency, plus 5 governor-appointed members with fundraising/charitable giving experience representing service members, veterans, veteran service organizations, military trade associations, and the general public.

Authorizes the state treasurer to invest fund assets using the same authority as an investment fiduciary under the public employee retirement system investment act, and requires compliance with the divestment from terror act.

Requires the state treasurer to annually prepare accounting reports to senate and house appropriations committees detailing revenues, expenditures, interest, and earnings from the services support fund.

Grants the board authority to oversee the fund, request appropriations, accept gifts and bequests, enter contracts, seek contributions, and develop policies for the fund's management.
