• Amends Michigan's Criminal Code sentencing guidelines to add a new offense variable 24 related to voluntary restitution payment by defendants.

• Allows courts discretion to score offense variable 24 for crimes where applicable, after scoring all other offense variables 1-20.

• Permits courts to reduce a defendant's offense variable score by up to 5 points if the defendant attests to financial condition and makes substantial effort to provide restitution based on their financial abilities.

• Permits courts to reduce a defendant's offense variable score by up to 10 points if the defendant attests to financial condition and makes substantial progress toward complete restitution to victims.

• Takes effect 90 days after enactment.
