Increases the population threshold for "qualified cities" under the police and fire protection law from 15,000 to 25,000 residents.

Applies the change to cities with a population of less than 25,000, allowing them to utilize provisions of the 1951 Police and Fire Protection Act.

Updates the threshold for cities with 25,000 or more residents (previously 15,000 or more) located in counties with populations between 180,000 and 215,000.

Maintains existing requirements that special assessments for fire and police protection must be approved by a majority of electors in the assessment district.

Prohibits townships, villages, and qualified cities from using this act to reduce the number of paid full-time firefighters.
