Replaces "shall" with "must" throughout Section 8 of the Child Protection Law to standardize mandatory language in child abuse and neglect investigations.

Requires the department to notify the appropriate military family advocacy program when referring reports of suspected child abuse or neglect if applicable.

Adds new subsection (22) requiring the department to determine military status of parents or guardians during investigations and notify the U.S. Department of Defense Family Advocacy Program when a military parent or guardian is involved in child abuse or neglect allegations.

Clarifies investigation procedures and coordination requirements between the department, law enforcement, prosecuting attorneys, and military authorities when applicable.

Makes technical corrections to citations referencing the Safe Delivery of Newborns Law and clarifies language regarding investigation procedures and confidentiality protections.
