Modifies Section 7 of the Governmental Tort Liability Act to clarify that subsection (2) does not alter the law of intentional torts as it existed before July 7, 1986, with an exception for actions brought under section 7d.

Revises the definition of "gross negligence" to mean conduct so reckless as to demonstrate a substantial lack of concern for whether an injury results.

Expands immunity for medical professionals assisting in search and rescue operations and tactical operations by a law enforcement agency, including emergency medical technicians, paramedics, nurses, and physicians acting within their licensed scope.

Clarifies that tactical operations include coordinated actions by special operations teams to deal with imminent violence, riots, terrorism, executing warrants, or conducting team training.

Makes this act effective only if House Bill 6289 and House Bill 6288 are also enacted into law in the 100th Legislature.
