HB 6293 Summary

• Allows qualified licensees (pharmacists, advanced practice registered nurses, registered professional nurses, licensed practical nurses, and physician's assistants) to administer COVID-19 testing services without being subject to normal scope of practice, supervision, and delegation requirements.

• Permits unlicensed individuals trained and supervised by a qualified licensee to perform COVID-19 testing tasks including screening, specimen collection observation, temporary storage, result reporting, and care referrals.

• Requires qualified licensees administering COVID-19 testing to ensure proper training, personal protective equipment use, specimen testing by appropriately certified laboratories, secure specimen storage, and referral for follow-up care.

• Grants qualified licensees and individuals performing COVID-19 testing tasks the same legal rights, immunities, and protections as disaster relief personnel under the Emergency Management Act.

• Effective November 5, 2020, with automatic repeal on June 30, 2021.
