Suspends strict compliance with section 18 of the Uniform Electronic Transactions Act from April 30, 2020 through December 31, 2020, allowing state departments to send and accept electronic records and signatures without prior approval from the Department of Technology, Management, and Budget.

Applies the act to transactions governed by the Uniform Commercial Code entered into between April 30, 2020 and January 1, 2021, with the Uniform Commercial Code controlling in cases of conflict.

Clarifies that section 18a exceptions override other provisions in the act regarding electronic records and signatures used by state departments during the specified suspension period.

Takes effect immediately upon passage and approval on November 5, 2020.
