Removes the March 1, 2014 effective date restriction from deer and antlerless deer licensing requirements, making licensing provisions apply prospectively without a specific start date.

Prohibits the department from enforcing antler point restrictions on deer hunting licenses in any area where deer have tested positive for chronic wasting disease (CWD).

Creates a chronic wasting disease testing and research subaccount within the game and fish protection account, funded by $0.50 from each deer license sold and $5.00 from optional CWD testing tags.

Requires at least one CWD check station or drop station in any county within a core CWD area, CWD management zone, or CWD surveillance area during deer hunting season.

Dedicates subaccount funds for CWD research, surveillance, disease elimination efforts, educational outreach, and enforcement of cervid carcass importation restrictions.
