Creates a correctional officer wellness agency as an autonomous entity within the Department of Corrections governed by a 5-member board.

Board composition includes one member each appointed by: the department director, the governor (from union recommendations), the governor (mental health expert), the governor (corrections training council representative), and the governor (correctional officer or department employee working directly with prisoners).

Board members serve 2-year terms; four members constitute a quorum; majority vote required for official action; governor may remove members for incompetence, dereliction of duty, malfeasance, or other good cause.

Agency board shall select a director, make employment decisions, set metrics for wellness funding, create wellness programs and training pilots, review department policies, hold quarterly meetings, and produce annual reports on correctional officer wellness initiatives.

Agency authorized to provide wellness services addressing officer health and well-being, including employee engagement and retention, depression, and suicide prevention.
