Reduces the population threshold for municipalities eligible to incorporate an enterprise community development corporation from 900,000 to 600,000.

Changes language throughout the bill from "shall" to "must" for statutory clarity.

Modifies public notice requirements for hearing proceedings: through December 31, 2021, notice must be published in a newspaper and posted in at least 10 public places; beginning January 1, 2022, notice must comply with the local government public notice act.

Requires the municipality's governing body to prescribe the process for approving and amending articles of incorporation and bylaws through local ordinance.

Bill becomes effective only if Senate Bill No.____ or House Bill No. 6440 is enacted into law.
