Amends the Enterprise Zone Act to change public notice requirements for enterprise zone hearings, requiring newspaper publication through December 31, 2021, and then requiring notice under the local government public notice act beginning January 1, 2022.

Modifies notice provisions for comprehensive development plan hearings to follow the same timeline transition, shifting from newspaper publication to compliance with the local government public notice act after December 31, 2021.

Updates statutory references in the comprehensive development plan requirements to modernize language regarding relocation assistance compliance, changing from "Act No. 227 of the Public Acts of 1972" to "1972 PA 227, MCL 213.321 to 213.332."

Takes effect only upon enactment of Senate Bill No. ____ or House Bill No. 6440, creating a tie-bar provision linking this bill's effectiveness to the passage of complementary legislation.
