Replaces mandatory language ("shall") with "must" throughout the Recreational Authorities Act governing municipal recreational authorities.

Changes the procedure for publishing public notice of articles of incorporation for recreational authorities: before January 1, 2022, notice must be published in a newspaper; beginning January 1, 2022, notice must be posted according to the local government public notice act.

Updates technical language regarding board composition from "comprised" to "composed" and changes election procedure language from "pursuant to" to "under."

Changes phrasing regarding the purposes of authorities from "shall be" to "are" for the listed recreational facilities (swimming pools, recreation centers, auditoriums, conference centers, parks, museums, historic farms).

Enactment is conditional on Senate Bill No. ____ or House Bill No. 6440 being enacted into law.
