Replaces newspaper publication requirements with local government public notice act procedures for 9-1-1 service plan hearing notices effective January 1, 2022.

Updates notice timing language from "prior to" to "before" and "shall" to "must" throughout sections 308 and 505 for consistency.

Requires county clerks to post final 9-1-1 service plan hearing notices at least 30 days before the hearing date using local government public notice procedures beginning January 1, 2022.

Updates public agency withdrawal procedures from 9-1-1 service districts to use local government public notice act requirements for public hearing notices instead of newspaper publication.

Makes act contingent on enactment of either Senate Bill ____ or House Bill 6440 during the 100th Legislature.
