Amends the 1917 Public Act 5 regarding township and village authority to issue bonds for public libraries.

Changes notice requirements for bond issuance elections: before January 1, 2022, requires posting in 5 public places and newspaper publication at least 10 days prior; after January 1, 2022, requires compliance with the local government public notice act with at least 14 days' notice.

Modifies notice procedures to use the local government public notice act framework beginning January 1, 2022, replacing previous specific posting and publication requirements.

Notice must state the amount of money to be raised by bonding and the purposes for which the money will be applied.

Takes effect only if Senate Bill No.____ or House Bill No. 6440 (request no. 02449'19) is enacted into law.
