Authorizes seizure and impoundment of vehicles operated in commission of trailway municipal civil infractions, with the vehicle subject to a lien for fines, costs, assessments, and impoundment expenses.

Allows defendant or vehicle owner to post a $750 cash or surety bond to release the impounded vehicle from impoundment.

Requires vehicle release and lien discharge if court determines defendant is not responsible for the infraction or upon payment of all fines, costs, assessments, damages, and expenses.

Changes foreclosure sale notice requirements effective January 1, 2022 to use the local government public notice act procedures instead of requiring twice-weekly newspaper publication.

Establishes priority order for distributing foreclosure sale proceeds: prior liens, court-ordered payments, subsequent liens, then remaining funds to vehicle owner.
