HB 6436 Summary

• Replaces archaic "shall" language with modern "must" throughout MCL 397.194 regarding district library withdrawals.

• Modifies public notice requirements for municipal withdrawal elections: before January 1, 2022, notices must be published in newspapers at least 10 days before elections; beginning January 1, 2022, notices must be posted per the local government public notice act at least 14 days before elections.

• Clarifies that district libraries must continue providing services to withdrawing municipalities as long as a districtwide tax authorized before withdrawal remains in effect and the district library continues operating.

• Bill becomes effective only upon enactment of Senate Bill No. ____ or House Bill No. 6440 (request no. 02449'19) of the 100th Legislature.
