Reorganizes Section 3 of the State Administrative Board Act into six numbered subsections with grammatical updates while maintaining substantive prohibitions.

Prohibits the State Administrative Board from transferring any appropriation to the general fund or using appropriations for purposes other than those designated by the legislature.

Prohibits the board from allowing state departments, boards, commissions, officers, or institutions to receive money that has not been appropriated by the legislature from any source.

Prohibits inter-transfer of money between departments unless both the Senate and House appropriation committees first approve the transfer.

Authorizes the board to intervene in administrative matters by issuing directives on how functions must be performed and ordering employee transfers between state entities when necessary.

Requires all state officials and employees to comply with board directives under these provisions, with failure to comply constituting malfeasance in office and grounds for removal.
