Requires the state transportation department to report findings on non-competitive bidding to the state transportation commission and legislative appropriations committees at least 90 days before work begins, or promptly in emergency situations.

Clarifies that local road agencies (counties, cities, and villages) must report their non-competitive bidding findings to their respective governing bodies before work commences.

Excludes routine maintenance from the competitive bidding threshold requirements for local road agencies.
