HB 6477 Summary

• Requires Senate Fiscal Agency to include a statement assessing whether bills creating new crimes, substantially changing existing crimes, or modifying arrest, sentencing, parole, or probation procedures are likely to have racially or ethnically disparate impact.

• Requires House Fiscal Agency to include the same racial impact statement in fiscal analyses for bills scheduled for committee hearing.

• Mandates both agencies examine the likely effect on distinct racial or ethnic groups listed in the most recent federal decennial census when preparing the disparate impact statement.

• Fiscal analyses must continue to include summaries of bill changes, revenue/expenditure impacts, tax or fee impacts, and other relevant fiscal information for local governments.

• Fiscal analyses prepared by both agencies must be provided to committee clerks and made available to the public on the internet.
