Amends the Michigan Strategic Fund Act to rename the "Michigan film office" as the "Michigan film and digital media office" and expands its scope to include digital media production.

Requires the Michigan film commissioner to be certified by the Association of Film Commissioners International or be on track to obtain certification within 6 months of appointment.

Transfers authority to determine eligibility and issue qualified production certificates for tax credits under sections 285 and 675 of the income tax act through December 31, 2030, from the fund to the film office.

Changes the source of deposits into the Michigan film promotion fund from fees under the Michigan business tax act (sections 455-459) to fees under the income tax act (sections 285 and 675).

Repeals section 29h of the Michigan Strategic Fund Act, which previously authorized creation and operation of a film and digital media production assistance program.
