Amends the Public Health Code to require legislative approval for emergency epidemic orders exceeding 28 days, effective retroactively from November 15, 2020.

Emergency orders issued by the director under section 2253 remain valid only for their specified time period or 28 days, whichever is shorter, unless both houses of the legislature approve an extension by resolution.

Adds requirement for department of agriculture and rural development to cooperate with the health director in responding to epidemics involving avian influenza or animal-spread diseases.

Clarifies that the department of agriculture and rural development must assist in reviewing or updating the department's pandemic influenza plan upon the director's request.

Makes technical corrections to existing law, including updating terminology and grammatical standards.
