HB 6514 Summary

• Department of Technology, Management, and Budget shall convey state-owned property known as Houghton Lake State Airport in Roscommon County through competitive sale, local government offer, property exchange, or discounted sale to qualified nonprofits (potentially for as little as $1.00).

• If property remains unconveyed by December 31, 2020, it must be conveyed for no consideration to the first person requesting transfer.

• Fair market value sales require independent fee appraisal; conveyances include all surplus equipment and personal property on the site.

• State retains 1/2 of gross revenue from any oil, gas, or mineral development on conveyed property, payable to the general fund.

• Grantees must maintain property in perpetuity if previously used as historical monument, memorial, burial ground, park, or wildlife habitat; violation allows state to reenter and reclaim the property.
