Requires persons who store or leave firearms on their premises to ensure the firearm is not accessible to minors by keeping it in a locked box, secure location, or with a locking device.

Establishes a misdemeanor offense punishable by up to 93 days imprisonment or $500 fine if a minor obtains an unsecurely stored firearm and either possesses it in public or in the presence of another person in a careless, reckless, or threatening manner.

Creates escalating felony penalties: up to 5 years imprisonment or $5,000 fine if a minor uses the firearm to injure anyone; up to 10 years or $10,000 fine if the injury results in serious bodily impairment; up to 15 years or $15,000 fine if the firearm is used to cause death.

Exempts situations where a minor obtains a firearm with parental permission for employment, ranching, farming, target practice, hunting, or firearm safety instruction; or where a minor obtains it through unlawful entry or in lawful self-defense.

Defines "minor" as an individual less than 13 years of age and specifies that "locked box or container" means a fully enclosed container with a padlock, key lock, combination lock, or similar device, and "locking device" includes trigger locks or cable locks.
