• Prohibits knowingly and willfully circulating, publishing, or exhibiting false statements or misrepresentations concerning ballot questions, initiatives, referendums, or recalls for the purpose of obtaining or persuading signatures.

• Establishes civil penalties of up to $1,000 per violation for individuals who violate these prohibitions.

• Establishes criminal penalties making employers of violators guilty of a misdemeanor punishable by a fine of up to $10,000.
