• Department of Corrections must contract for prisoner telephone services with the vendor offering the lowest per-minute rate meeting specified price caps: 7 cents per minute for domestic calls and 23 cents per minute for international calls.

• County boards of commissioners must contract for inmate telephone services with vendors meeting identical per-minute rate caps: 7 cents for domestic and 23 cents for international calls.

• All per-minute rates must include taxes and fees; vendors are prohibited from billing additional charges such as surcharges, account setup fees, statement fees, maintenance charges, or refund fees.

• Applies to contracts executed or renewed on or after the effective date of this act.
