Requires individuals seeking law enforcement licenses under sections 9, 9b, 9c, or 9d to complete active violence response training beginning January 1, 2020, emphasizing coordinated tactical response to rapidly developing incidents involving intentional physical injury or death.

Directs the Michigan Commission on Law Enforcement Standards to promulgate rules establishing minimum standards for active violence response training.

Requires licensed law enforcement officers under sections 9, 9b, 9c, or 9d to complete active violence response training beginning January 1, 2020.

Mandates crisis intervention team training for individuals seeking law enforcement licenses beginning January 1, 2021, designed to assist officers in responding to individuals with mental illness and identifying warning signs in other officers.

Requires the commission to establish minimum standards for crisis intervention training including mental health system history, signs and symptoms of mental illnesses (including PTSD), interactions with individuals with mental illness and their service providers, and de-escalation techniques.
