Creates a Joint Select Committee on the COVID-19 Pandemic consisting of 10 members total: 5 House members (2 Democratic, 3 Republican) appointed by the Speaker and 5 Senate members (2 Democratic, 3 Republican) appointed by the Senate Majority Leader.

Designates the Speaker of the House as chairperson and the Senate Majority Leader as vice chairperson of the joint select committee.

Grants the joint select committee authority to subpoena records and files from any state department, board, institution, or agency pursuant to MCL 4.541.

Directs the joint select committee to examine the status and efficacy of governmental actions in response to the COVID-19 pandemic in Michigan.

Requires the joint select committee to report findings, conclusions, and recommendations to the Legislature regarding COVID-19 response actions and preparedness for similar future emergencies.
