Permits counties, cities, and villages to reduce law enforcement staffing in Fiscal Year 2021 without voiding road patrol service agreements or losing secondary road patrol funding, provided reductions result from economic conditions rather than policy choices.

Recognizes that general service reductions across Michigan counties, cities, and villages in FY2021 were driven by economic difficulties and suspends the maintenance of law enforcement effort requirement under MCL 51.76 and MCL 51.77.

Allows road patrol services provided by county sheriff departments to cities and villages to remain eligible for secondary road patrol funding despite staffing reductions, so long as reductions are attributed to economic conditions.

Declares that counties, cities, and villages have satisfied the terms of their road patrol service agreements and maintenance of effort standards for FY2021.
