Urges Congress to pass the federal Call Center Worker and Consumer Protection Act of 2019 (H.R. 3219 and S. 1792) to prevent outsourcing of American call center jobs.

Requires the U.S. Department of Labor to maintain a public list of employers that relocate all or significant portions of call center operations overseas, making them ineligible for federal grants and loans.

Gives preference in federal civilian and defense contracts to companies that do not appear on the outsourcing list.

Mandates that overseas call centers disclose their location to customers and transfer callers to U.S.-based service agents upon request.

Recognizes call centers employ approximately 2.5 percent of the U.S. workforce with projected 5 percent job growth, and notes communities have invested millions in tax incentives for these operations.
