Notes that SNAP serves over 37 million people annually, but most able-bodied students enrolled at least half-time in college are ineligible except by USDA waiver.

Identifies that COVID-19 pandemic has rendered many students ineligible for SNAP despite prior eligibility, as widespread business closures and unemployment make the required 20 hours per week work requirement nearly impossible to meet.

States that Michigan and dozens of other states requested student eligibility waivers from USDA in response to COVID-19, but USDA denied these requests on April 10, 2020.

Directs that copies of the resolution be transmitted to the U.S. Secretary of Agriculture, Deputy Under Secretary for Food, Nutrition, and Consumer Services, and Michigan's congressional delegation.
