Amends Rule 2 of the House Standing Rules to establish floor admission requirements during House sessions and the 30-minute period immediately preceding calls to order.

Permits only representatives, senators, former legislators, authorized staff, department directors, credentialed media, immediate family with identification passes, and others invited by the Speaker or Majority Floor Leader to access the floor.

Prohibits lobbyists and employees of lobbyists from accessing the House floor at any time, with limited exceptions for immediate family during swearing-in ceremonies on odd-numbered year opening days.

Requires all persons admitted to the floor to wear non-medical protective face coverings over nose and mouth, with medical exemptions available; provision applies temporarily during periods when CDC recommends cloth face coverings in public settings.

Establishes guidelines for floor access when the House is not in session, guest introductions, use of the center aisle, and distribution of printed materials, all requiring Majority Floor Leader or Clerk approval.
