Supports timely issuance of permits for the Great Lakes Tunnel Project, a multi-use utility tunnel beneath the Straits of Mackinac designed to replace a segment of the Enbridge Line 5 pipeline.

Affirms that the tunnel is an environmentally sound solution that mitigates the risk of an oil spill in the Great Lakes while meeting energy demands across the Upper Midwest.

Recognizes the tunnel will generate over $500 million in private investment and approximately 2 million work hours for Michigan skilled-trade workers including welders, operators, and pipe fitters.

Notes that at least 20 counties and numerous local governments have passed resolutions supporting the tunnel and urging state assistance for quick construction.

Directs copies of the resolution be sent to the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, Michigan Department of Environment, Great Lakes and Energy, and the Michigan Public Service Commission.
