Acknowledges that while court precedent (UAW v. Green and Janus v. American Federation of State, County, and Municipal Employees) requires affirmative consent for union dues deductions, the new rules go beyond what the courts required by mandating annual reauthorization.

Argues the rule changes will weaken public sector unions and add unnecessary barriers to union membership during a public health and economic crisis when union protections are needed for essential workers.

Directs transmission of the resolution to members of the Michigan Civil Service Commission to formally communicate the House's opposition to these revisions.
