Directs impeachment of Michigan Governor Gretchen E. Whitmer for corrupt conduct in office and crimes and misdemeanors related to her COVID-19 pandemic response.

Article I alleges Governor Whitmer violated the separation of powers by issuing dozens of executive orders that exceeded executive authority and effectively enacted laws belonging to the legislative branch, including orders on evictions, medical procedures, business closures, and stay-at-home requirements.

Article II alleges Governor Whitmer violated constitutional rights by restricting the free exercise of religion through executive orders limiting gathering sizes and requiring residents to stay home, violating the First Amendment and Michigan Constitution.

Article III alleges Governor Whitmer took arbitrary and unjustified actions including banning non-essential medical procedures and temporarily prohibiting motorized boats, causing avoidable harm unrelated to public health protection.

Article IV alleges Governor Whitmer attempted to award a no-bid COVID-19 contact tracing contract to a partisan political firm to reward political allies, constituting abuse of power and violation of public trust.
