• Enacts the Physical Therapy Licensure Compact to allow physical therapists and assistants licensed in one member state to practice in other member states under a "compact privilege" system.

• Establishes a Physical Therapy Compact Commission composed of one delegate from each member state's licensing board to oversee administration, promulgate rules, and maintain a coordinated database of licensure and disciplinary information.

• Allows military members and their spouses to designate their home of record, permanent change of station location, or current residence as their home state for compact purposes.

• Requires member states to conduct criminal background checks, use recognized national exams, maintain continuing competence requirements, and participate in the commission's data system.

• Compact becomes effective when ten states enact it; allows states to withdraw with six months' notice and can be amended only if all member states enact changes.
