Creates the "Equal Language Access to State Services Act" requiring all state departments, agencies, and entities to take reasonable steps to provide language access for individuals with limited English proficiency.

Mandates covered entities provide oral language services (interpreters, bilingual staff, phone/video interpretation) and translate vital documents into any language spoken by at least 3% of the population or 1,000+ people in their service area.

Prohibits covered entities from charging individuals with limited English proficiency for interpretation or translation services.

Requires every 2 years each covered entity submit a report to the Department of Civil Rights detailing bilingual staff numbers, needed staff levels, translated documents, language access coordinator designation, and staff training plans.

Directs the Department of Civil Rights to establish a complaint process for noncompliance and designate a language access liaison to train staff and facilitate agency compliance; effective 90 days after enactment.
