Establishes the "Human Right to Water Act" recognizing each individual's right to safe, clean, affordable, and accessible water for human consumption, cooking, and sanitary purposes.

Requires all state departments and agencies to employ reasonable means to implement the water affordability provisions through revised, adopted, or established policies, regulations, and grant criteria.

Limits state obligations to establish water affordability criteria to actions that do not affect eligibility for federal funds and does not require additional expenditures for water infrastructure beyond existing obligations.

Applies only to water supplies for individuals and does not extend to new development in the state.

Preserves the rights and responsibilities of public water systems in Michigan.
