Creates the Address Confidentiality Program in the Michigan Department of the Attorney General to protect victims of domestic violence, sexual assault, stalking, human trafficking, and certain other individuals.

Eligible applicants include adults, emancipated minors, legal parents/guardians of minors, and guardians of wards who can demonstrate that disclosure of their residential address would increase risk of harm or that they are victims of qualifying crimes.

Program participants receive a unique identification number and participation card; their confidential address is classified as such and not disclosed publicly, while a designated address through the Department of Technology, Management, and Budget is used for mail and service of process.

Governmental entities, employers, schools, and institutions of higher education must use the designated address upon request from program participants; violations of confidentiality by authorized recipients are misdemeanor offenses punishable by up to 93 days imprisonment or $500 fine.

Creates the Confidentiality Address Fund administered by the Attorney General and establishes an advisory council composed of state officials and domestic violence organizations to evaluate program operations and report findings to the legislature.
