• Allows individuals certified as program participants in the address confidentiality program to obtain a driver license displaying their designated address instead of their actual residence address, beginning 180 days after the act's effective date.

• Requires applicants for an operator's or chauffeur's license who are address confidentiality program participants to present their participation card to the secretary of state and must receive corrected licenses mailed to their designated address.

• Establishes that highly restricted personal information includes the confidential address of address confidentiality program participants and emergency contact information, which cannot be disclosed except for law enforcement purposes or medical emergencies.

• Extends the validity of vehicle registrations, operator's licenses, chauffeur's licenses, and commercial driver licenses that expired on or after March 1, 2020 until March 31, 2021, and waives late fees for renewals during this period.

• Adds a new communication impediment designation option for drivers with health conditions that may impede communication during traffic stops, such as deafness, hearing loss, or autism spectrum disorder, based on medical certification.
