Allows absent uniformed services voters and overseas voters to electronically transmit and receive voter registration applications and absent voter ballot applications to local election clerks.

Enables active duty military members and merchant marine personnel to return voted ballots electronically using U.S. military-issued email addresses, with a requirement to print ballots and normally return them by mail.

Requires county, city, township, and village clerks to transmit absent voter ballots to eligible absent uniformed services voters and overseas voters no later than 45 days before an election.

Mandates the Secretary of State to prescribe electronic ballot formats and transmission methods, and requires modified ballot instructions to include warnings that ballot secrecy may be compromised during electronic transmission and duplication.

Establishes reporting requirements for local election officials to county and state election authorities regarding compliance with the 45-day ballot transmission deadline, with the extension of ballot receipt deadlines equal to the days ballots were delayed.
