• Allows specially designated distributor licenses to be held concurrently with class B hotel licenses or class C licenses, in addition to specially designated merchant licenses.

• Requires license fees for a specially designated distributor held with a class B hotel or class C license to be calculated based on combined retail merchandise values purchased from the commission under both licenses during the previous calendar year.

• Maintains existing quota requirements for specially designated merchant licenses (1 per 1,000 population) and specially designated distributor licenses (1 per 3,000 population), with existing exemptions and waiver provisions.

• Preserves restrictions on marinas maintaining motor vehicle fuel pumps, limiting them to specially designated merchant licenses issued under separate provisions rather than allowing multiple license combinations.
